CBSA Issues New D-Memo on FTA Advance Rulings - But Forgets to Add New FTAs

On June 19, 2008, the Canada Border Services Agency issued a new version of D-Memorandum 11-4-16 "Advance Rulings Under Free Trade Agreements".  To obtain a copy of this D-Memorandum, please click on the following link - http://www.cbsa.gc.ca/publications/dm-md/d11/d11-4-16-eng.pdf

However, the June 19, 2008 update fails to include 2 free trade agreements Canada signed in 2008.  Canada signed the Canada-EFTA FTA (signed January 28, 2008) and the Canada Peru FTA (signed May 29, 2008).

Is it safe to presume that the same administrative rules apply?  Probably for the Canada-Peru FTA, which is modeled on NAFTA.  However, the Canada-EFTA FTA is modeled according to the EFTA model and the rules are slightly different with respect to customs matters and rules of origin.
